Thomas L. Xanders brings deep expertise at the intersection of real estate development, law, and public-private partnerships. Before joining Fox & Ziepfel, Tom served as a Development Project Manager at Terrex Development & Construction, where he led complex commercial projects across Ohio’s urban markets, including Cincinnati, Dayton, and Northern Kentucky.

Tom’s background as a real estate attorney — paired with his hands-on development leadership experience — gives him a rare, dual-lens perspective: he knows how to structure deals, solve regulatory and transactional challenges, and move major developments from concept to completion.

Whether advising sophisticated developers, guiding municipalities on catalytic projects, or structuring economic incentives, Tom delivers practical, business-minded solutions at every stage of the development lifecycle.

  • Development leadership on the $225 million Digital Futures Complex at the University of Cincinnati — a transformative mixed-use innovation corridor.
  • Project management of University Station Phase IB (Norwood, OH) — market-based student housing for Xavier University.
  • Delivery of On the Lateral — a 90,000 SF office development on a complex former industrial site requiring environmental remediation and multi-source funding, including State of Ohio grants.
  • Collaboration with The Port and Messer Construction on NexTek Phase I & II — 75,000–120,000 SF speculative and build-to-suit industrial projects on the redeveloped Cincinnati Gardens site.
  • Legal counsel for the acquisition, financing, and construction of a $100 million manufacturing and storage facility for a national manufacturer, including negotiation of tax incentives and abatements.
